Introduction

Following the people's movement of 2062/63 B.S. that replaced the constitutional monarchy with a democratic republican governance system, Nepal transitioned into a federal structure as mandated by the constitution drafted by the Constituent Assembly. As a result, seven provinces were established, each with seven ministries. In this context, the Ministry of Land Management, Agriculture, and Cooperatives was established on 2074/10/22 B.S. With the aim of mobilizing the cooperative sector for the economic, social, and agricultural development of the province, the ministry adopted a policy to utilize land based on its nature and to promote mechanization, commercialization, market linkage, and modernization in agriculture and livestock production and trade. The goal is to transform the sector and create employment opportunities through competitive agricultural development.

The ministry’s scope includes policy formulation related to agriculture, livestock, and cooperatives, which fall under the shared authority of the federal and provincial governments, the joint authority of the federal, provincial, and local levels, and the exclusive authority of the provinces as defined in the constitution. The ministry aims to coordinate and collaborate with the federal and local governments to emphasize commercialization and modernization for provincial prosperity, expand and develop the agriculture sector to generate new employment opportunities, ensure sustainable management of agriculture and livestock, promote self-sufficiency in agriculture, substitute imports, and encourage exports.

Under the Ministry of Land Management, Agriculture, and Cooperatives, the Directorate of Livestock and Fisheries Development has been established. Since its formation, various programs have been implemented to effectively deliver animal treatment, livestock services, and extension services. Currently, the province has seven veterinary hospitals and livestock service expert centers, one animal service training center, and one fisheries development center, all operating regularly.

The Veterinary Hospital and Livestock Service Expert Center in Lamjung was formally inaugurated on 7th Bhadra, 2075 B.S. by the Honorable Minister for Land Management, Agriculture, and Cooperatives, Mr. Lekh Bahadur Thapa Magar. A liaison unit of this center is also present in Manang district. Therefore, the current operational coverage of this center includes both Lamjung and Manang districts.
